You can merge PDF files on an iPhone without paying for an app. There are two free ways: use the merger above in Safari when you need to choose the page order, or use the Create PDF action in the Files app for a quick join. Both are explained step by step below.
Method 1: Merge PDFs in Safari (with page order)
- Scroll to the merger at the top of this page and tap Choose PDFs.
- The iPhone file picker opens. Go to Recents, iCloud Drive, On My iPhone or Downloads. Tap Select, tap each PDF you want, then tap Open.
- Every page appears as a thumbnail. Drag pages into the order you want, or use the move buttons. Remove blank or unwanted pages.
- Tap Download final PDF. If Safari asks whether to download the file, tap Download.
- Open the Files app and go to Downloads to find the merged PDF. Tap and hold it to rename, move or share it.
This is the better choice when you need pages from different files in a set order, such as a form first and supporting documents after it.
Method 2: Merge PDFs in the Files app (no website)
- Open the Files app and go to the folder that holds your PDFs. Move them into one folder first if they are in different places.
- Tap the More button (three dots in a circle) at the top right, then tap Select.
- Tap each PDF you want to combine.
- Tap the More button at the bottom right, then tap Create PDF.
- A new PDF appears in the same folder. Open it and check the page order before you send it.
The Files app does not let you rearrange pages before it joins them. If the order comes out wrong, rename the files so they sort the way you want (for example 1-form.pdf, 2-receipt.pdf) and try again, or use Method 1.
Which method should I use?
- Use Safari (Method 1) when you need a specific page order, want to drop pages, or are combining PDFs from different folders.
- Use the Files app (Method 2) when the files are already in one folder and you just need them joined.
Common iPhone PDF workflows
- Email attachments: in Mail, tap and hold each attachment, choose Save to Files, then merge them.

Troubleshooting PDF merging on iPhone
I cannot see my PDF in the file picker
Save the document to Files first, then open the file picker again and look in Downloads, iCloud Drive or On My iPhone.
Safari reloads the page with a large PDF
Merging happens on your iPhone, so very large documents use a lot of memory. Close other Safari tabs and try again, or merge fewer files at a time.
The merged PDF is too big to send
Shrink it with compress PDF to under 2MB. This also works in Safari on iPhone.
My PDF is password protected
Tuko asks for the PDF password so the document can be opened and included in the merged file.
Can I also edit PDF pages in Preview on iPhone?
Recent versions of iOS include PDF editing in the Preview app, where you can insert pages and move page thumbnails. Apple's guide explains how. It is handy when you are already working in Preview. The merger above is quicker when you are starting from several separate PDFs.
Privacy: your PDFs stay on your iPhone
